Do I need to keep filter of cold mist humidifier wet ?

I have bought Honeywell apathetic mist humidifier. Do I need to keep the filter of this humidifier wet before using it ? My wife is insisting that we should keep the filter wet.

I lack a 26" x 20" x 5" media air filter and a humidifier pad for a Honeywell Enviracare 225A whole house humidifier. I have been beaten at finding these at my local home Depot and Wal Mart.
