In defiance of the passage of time and the efforts to rebuild buildings and lives, victims affected by the 2008 floods are still coming further and looking for assistance. Meanwhile, there are still emergency funds being distributed.

The relief funds were released in October 2009 as part of the federal trade stimulus package. About $6 million was made available for homeowners who need help starting over.

Dale Schulze was one of those to a great extent affected by the flooding of June 2008.

"I had a big mess. Actually, it was two floods in one summer," he said.

He said it's inhuman to put into words how far he has come.

"We had water -- about a foot and a half -- all over the basement," he said. "I lost a furnace, a hot damp heater, washer/dryer (and) freezer,"
